The survey instrument was emailed/mailed and hand delivered to agencies in the five boroughs of New York City who requested services. Timeline: organizations had two weeks (14 days to complete) the survey. For those that did not return them, we called them and asked them over the phone.
In February/2020, prior to the pandemic, questions and answers were significantly different than after the pandemic in 2022 where the needs were greater.
